TotalEnergies launches a floating offshore wind pilot project to supply renewable electricity to an offshore oil & gas platform in the North Sea
TotalEnergies announces the launch of a pilot project consisting in a floating wind turbine to supply renewable power to Culzean offshore platform in the UK North Sea, thus pioneering an innovative decarbonization scheme.
The 3 MW floating wind turbine will be located 2 km west of the Culzean platform, 220 km off the eastern coast of Scotland. This turbine, expected to be fully operational by end 2025, will supply around 20% of Culzean’s power requirement, thereby reducing its GHG emissions. The turbine will be installed on a modular, light semi-submersible floater hull designed by Ocergy, allowing for fast assembly and optimized costs.
“This innovative pilot project aims at proving the concept of hybridization of power generation on an offshore facility, by integrating the generation of renewable electricity from a floating wind turbine with the existing power generation from gas turbines. It also aims at qualifying a promising floater design for the future of floating offshore wind”, said Marie-Noelle Semeria, Chief Technology Officer at TotalEnergies.
This pilot project was selected in Crown Estate Scotland’s Innovation and Targeted Oil & Gas (INTOG) leasing round, designed to encourage and support the use of offshore wind energy to directly supply offshore oil & gas platforms.

The wind energy industry met in Tokyo with Wind Expo, the largest wind energy event in Japan, between 15-17 March. Acteon Group’s Asia General Manager, LJ Pan, whom we interviewed at Wind Expo Japan, where we were a media partner as Wind Energy Magazine, shared the company’s activities and solutions in wind energy with our magazine.
Can you introduce yourself and tell a little bit about your technology?
I’m LJ, and work for Acteon Group. I’m the General Manager Asia for Acteon. Acteon Group specializing in subsea service providers for offshore wind. So as Acteon Group, we support all phases of the lifecycle of offshore wind farms development. For supporting the wind farms development, we start from the site investigation assessment phase. During the site investigation assessment phase, we can provide the geophy- sical & geotechnical site investigation. After the site investigation phase, we support the design & engineering phase. During the design & engineering phase, we can support the developer in the foundation design & engineering scopes . Next phase is the development phase for foundation installation offshore. During the development phase, Acteon Group support the T&I installer in the foundation installation scopes such as pile driving utilizing our impact hammers, drilling equipment, prepiling template, handling & lifting tools and grouting services.
As for floating wind, Acteon can support the design, provision and installation of mooring and anchor. After the development phase, we move to the operation & maintenance phase. During the operation & maintenance phase, we can support the Balance of Plant subsea O&M scopes which include the structural health monitoring, corrosion monitoring, ROV inspections, asset integrity management and digital twins services.
Lastly, after 20-30 years of the installation of wind turbines, Acteon can support the decommissioning of the wind farms. So this is a brief introduction of Acteon and what we can do for your offshore wind farm developments.
We can say you serve complete solutions from beginning to end.
Yes. This is where we call ourselves the integrated subsea specialists. We are providing special- ties, equipment and services. But we do not own any vessels and the vessel will be from T&I contractor, which owns the installation vessel. We are able provide all the installation and all the support during the development.
At the moment, at which market are you active in?
We have been very active for the past 4 years in Taiwan. I’m taking care of the Asia market and we have colleagues who take care of Europe and US markets. So we walk together as globally and we are actively supporting or have supported most of the development wind farms in Taiwan such as Formosa-1, Formosa-2, Changfang Xidao, Greater Changhua and others.
How do you foresee the Turkish market?
This is a very new market and we are excited to know that Turkey is coming out in the offshore wind market. And as you know, lots of countries and regions are moving into offshore renewable energy. Thus. Acteon needs to increase our capability in order to support regions like Turkey in its developments of wind farms.
After our conversation and information about Turkey to you, do you think you company will fo- cus more on Turkish market in the short term?
I think this is something we need to understand and investigate further from the Turkish government, what is the ambition and regulations, then we only can relocate our resources as well as our assets into the market.
