Türkiye’s Ministry of Energy and Natural Resources has amended the regulation governing the technical evaluation of wind-based electricity generation applications. Published in the Official Gazette No. 33389 on 3 October 2026, the amendment took effect on the same day. It broadens the definition of incompatible areas, makes consistency with the turbine type certificate an explicit requirement and sets out in detail when unlicensed wind applications will be rejected.
The changes apply to several articles and annexes of the Regulation on the Technical Evaluation of Wind-Based Electricity Generation Applications, originally published in the Official Gazette No. 29508 on 20 October 2015.
Wider definition of incompatible areas
Under the new definition, incompatible areas cover ground-mounted wind, solar, biomass or geothermal plant sites whose technical evaluation has been approved by the General Directorate and remains valid, plant sites of applications holding a pre-licence or generation licence based on these sources, and candidate and designated Renewable Energy Resource Areas (YEKA) announced under the YEKA Regulation.
Turbine data must match the type certificate
The amendment adds a mismatch between the technical values of the turbine stated in an application and the relevant turbine type certificate and its annexes as a separate issue, alongside missing, incorrect or improperly prepared information in the Annex-3 information form.
The same condition applies to modification requests for pre-licences and generation licences. These may concern the number and capacity of units, unit and site corner coordinates, total installed capacity, tower heights, rotor diameters and the coordinates of electricity storage units or facilities. The Annex-3 form must be complete, correct, in the required format and consistent with the turbine type certificate. EPDK will forward the form to the General Directorate together with the special provisions of the facility’s existing licence. Where a new plant site is requested, its SSKGY value must be equal to or greater than the value calculated from the existing licence data.
Grounds for rejecting unlicensed applications
For applications under the LÜY framework, the information and documents entered into YEPDİS will be assessed. The technical evaluation will be negative if any of the following is found:
- information or documents announced on the ministry’s website are entered into YEPDİS incompletely, incorrectly or not in the required form, or the turbine’s technical values do not match its type certificate;
- the plant site intersects or overlaps with an unusable area, a candidate or designated YEKA, or an approved ground-mounted unlicensed generation site belonging to another party;
- the plant sites are not prepared in line with Method-2 in Annex-1;
- the turbines in the application affect the wind of a turbine in another party’s valid TDR, according to the method in Annex-5;
- all or part of the plant site or unit areas lie outside the boundaries shown in the approved coordinated application sketch, approved coordinated site plan or mining operation licence.
New paragraphs specify the documents to be entered into YEPDİS. For land registered by block and parcel number, this is an approved coordinated application sketch prepared by a licensed surveying and cadastre office (LİHKAB) or a Cadastre Directorate. For cadastral roads, rivers and irrigation channels allocated to public use, it is an approved coordinated site plan prepared by a private surveying and cadastre engineering consultancy (SHKM). The relevant grid operator will enter these documents. For mining licence holders applying for unlicensed generation as an infrastructure facility within their licence area, the operating licence approved by the General Directorate of Mining and Petroleum Affairs will be used.
Changes to unit capacity, unit coordinates, rotor diameter, tower height, site corner coordinates and similar data in TDRs already approved and sent to grid operators may be requested. The TDR will be revised if the request meets the procedures set out in the regulation. Annex-1, Annex-2/Appendix-1, Annex-2/Appendix-2 and Annex-3 have also been replaced.
